Yes. A local recorder is reached from your phone through an encrypted connection to your own home, rather than through a vendor account. Person and vehicle detection runs on the recorder itself, so the alerts work the same way. There is no per-camera fee and no plan to keep active.

On a network video recorder in your house, with storage sized for weeks of footage. Nothing is copied to a data centre, and recording continues through an internet outage. A card inside a camera costs less, but if someone takes the camera they take the recording. That is why we use a recorder.

We wire them. A battery camera records only when it wakes up, drops off the network when the signal is weak, and needs charging in February. A camera on an Ethernet cable with power over Ethernet records continuously and never needs a battery. Running the cable is a one-time job, done during the install.

Installing cameras on your own property is legal in Quebec. How you use them is governed by privacy law, which protects the people they might record. Point them at your own doors, driveway and yard rather than into the street or a neighbour's window, and tell visitors they are there.
